Signs of activity was detected at North Korea's Yongbyon Nuclear Center, indicating part of the facility is in operation again, after a near two-year hiatus.
On Wednesday, '38 North' revealed recent satellite imagery showing steam coming from a plant there at various times from late-February.
Experts speculate the regime could be making preparations for spent fuel reprocessing to extract plutonium needed for nuclear weapons.
However, the U.S. website added, it could also be to handle radioactive waste.
