A declaration to formally end the Korean War could be a "turning point" to open a new phase for peace.
That's coming from Seoul's unification minister at an academic conference on Thursday.
Lee In-young highlighted it's the right time to push for such a declaration to help bring the regime back to talks.
He urged the North to accept Seoul's offer for talks.
The minister claims to have noted Pyeongyang has been showing a more open manner toward dialogue than before, pointing out the communist state's missile activities this year didn't lead to high-level tensions.
Lee further voiced hope for the North's early response so as to not weaken the momentum and willingness for negotiations with Seoul and Washington.
